Confessions of an Economic Hitman - Исповедь экономического убийцы


RT is catching up with John Perkins - economist, activist, and author. One of his best selling books, 'Confessions of an Economic Hitman', has been translated into over 30 languages. It is an insider's account of the alleged exploitation of 3rd-world countries by the American government.

- Sir, thank you very much for sitting down with us. You have been an economic hitman for about 10 years. What exactly does that job entail?
- We, economic hitmen, have created the world's first truly global empire, and it's the first empire in history that's been created primarily without the military, through economics. And we work in many different ways, economic hitmen, but perhaps the most common is that we will identify a third-world country that has resources our corporations cut out like oil and then arrange a huge loan to that country from the World Bank or 1 of its sister organizations. But the money never actually goes to the country - instead, it goes to our own corporations to build big infrastructure projects in that country - things like power plants and industrial parks and highways - that benefit a few wealthy families in that country as well as our own corporations but don't have the majority of the people. The whole country his last hope in this huge debt and it's such a big debt that they can't repay it. So, at some point we, economic hitmen, go back to them and say, 'You can't pay your debts. So give us a pound of flesh - so your oil, give cheap oil to our companies or vote with us on the next critical United Nations vote or send troops in support of ours in some place in the world like Iraq'. When we fail, then what we call jackals step in and these are people who overthrow governments or assasinate their leaders. And on very few occasions when both the economic hitmen and the jackals stay on, as we both did in Iraq. Then and only then does the military step in. And it's pretty secret, because most people in the United States don't realize that they're reaping the benefits from this empire. They don't realize about the exploitation of resources, environments, and people, sweatshops and so on all over the world in the result of this. I think it's fair to say that this process has a huge threat to democracy. And if the majority of the people who vote in the country don't understand this most basic principle of our foreign policy, then we're not informed. And from not informed it's hard to say we're voting truly democratically, which I think is a big concern.

- And this isn't considered legal under international law because it's kept secret or how does it work?
- Well, that process isn't legal at all - the process that's identifying countries that have resources you cut them, giving them huge loans. And through macroeconomics, you can in fact show that when we make these loans to these countries, the economy increases. But what wasn't isn't shown is that in many of these countries only a few people really benefit and they're the major contributors to the economy - the very wealthy families - аnd the majority of the people and that they're worse off.

- You said United States hitmen hid in Iraq. What happened exactly?
- In order to really understand Iraq, we have to look at Saudi Arabia first, because in the early 70s Saudi Arabia stopped selling oil, OPEC stopped selling oil to the United States. And the US Treasury Department came to me and some other economic hitman and said, 'You can't really hold OPEC for friends anymore. Do something!' So we knew we had to work out a deal with the House of Saud, the royal family in Saudi Arabia. And eventually we worked out this deal, whereby the Saudis agreed to return most of the money they made selling oil to the world to the United States and buy US government securities. The interest from those government securities was basically turned over to our Treasury Department and used to hire American companies to westernize Saudi Arabia, to build solarization plants, petrochemical complexes, cities. And also Saudi agreed not to buy sell oil for anything rather than dollars, which made the dollar very strong at that point. And we agreed to keep the House of Saud in power. It was an amazing deal that we put together. And after that it was so successful we decided we had to offer the same deal to Saddam Hussein in Saudi Iraq. Iraq is the next largest producer of oil - we wanted to get Saddam in bed with us basically. And but he wouldn't buy, he wouldn't accept it. If he had, he'd still be running his country, I'm convinced. He couldn't wouldn't buy, so we sent the jackals in to assassinate him. They couldn't - he had very good security, he had lookalike doubles. So even security officers never knew whether they were actually guarding him or somebody else. That makes it very difficult to take someone out. He was very savvy, he knew our system pretty well. We in fact hired him to be an assassin for another former president or premier of Iraq. So we sent the military in 1991, destroyed his army. And at that time, of course, we could have taken Saddam Hussein out, but we decided not to. He was the kind of a strong man we like, someone who could keep Iranians in their borders, keep control of the Kurds and keep pumping oil to us. And we figured that by destroying his military we chastised him sufficiently that now he'd come around. So in the 90s the economic hitmen went back in and tried to bring him around. Couldn't do it again - he was obstinate. And again the jackals couldn't take him out. So we formulated the 2nd invasion and sent the troops in again. And this time, of course, we took him out.

- Your book 'Confessions of an Economic Hitman' caused a lot of controversy. What was the reaction of the US government?
- The American government, I think... in the American press wanted to ignore 'Confessions of an Economic Hitman'. The book was on the New York Times bestseller list for about a year and a half and the New York Times never reviewed it. The State Department issued a website called misinformation or something and my book was the only book listed on that website for a long period of time. People were told this book is wrong and to me it was farcical.

- You have claimed that the United States government has been wanting toward a global empire. Do you think that it's still the case?
- The United States, certainly under the Bush administration, was very much involved in empire expansion and what we were doing in Iraq was totally into that. However, it got itself into a lot of trouble. So by being in Iraq and Afghanistan in such a big way so committed it meant that Hugo Chavez of Venezuela, for example, got on the bad sight of the administration. And the CIA was sent in to overthrow him. A coup was staged in 2002 against Chavez and Chavez was able to overcome the coup. And at that time point, under older regimes, we could have done and done something much more massive against Chavez. But because we were so extended, overextended in Afghanistan, in Iraq, the Bush administration really had its hands tied, that couldn't go into Venezuela. In the process of trying to expand this empire and, I think, in the process of moving away from the economic hitman approach into the more going back to the more militarized approach, as the Bush administration did in Iraq and Afghanistan, has created a huge problem for the United States. So it's it can no longer continue in this mode.

- Why do you think the United States is heading in terms of its ties with other nations?
- Nations aren't very important anymore as power brokers, big corporations. They really are calling the shots. In whatever country you're in today, corporations have tremendous power. We have a new president now, Obama, and one of the things that he ran under was that he didn't accept money from big institutions but in fact he did accept a lot of hedge fund money, a lot of money that came through corporations in one way or another. And even if we have a president that
wouldn't be influenced by corporations, he's got to deal with the Congress that's terribly influenced by corporations - the Senate and House of Representatives both - and all the local governments. Corporations are the powers today. And so, when we talk about modern geopolitics, we've really got to look at the corporations.

- So, in your opinion, is that the corporations that are responsible for the economic crisis that the United States is struggling through right now?
- I think, it's fair to say that the corporations are responsible for the economic crisis that the United States and the rest of the world is getting deeply involved in. Ah, the government of the United States has to take a lot of responsibility. In fact, if you look at the top of the corporate world and the government world, you usually have the same people. In the United States at least, they move back and forth through what we call the revolving door policies.

- Do you think a solution could be found to this global economic crisis, because many analysts are predicting that basically ah a light at the end of the tunnel is nowhere in sight? Or what are your predictions?
- I believe there is a light at the end of the tunnel to this economic crisis. I think it, frankly, a good thing that we're going through it, but, you know, we've been living in a very unbalanced world. Less than 5% of the world's population lives in the United States and we consume more than 25% of the world's resources. At the same time, roughly half the world's population lives beneath the poverty level. That's not a world that can be called a success. We have to change.

- 1 of your books is called 'Secret History of the American Empire'. Nowadays, does the United States still exists as an empire? Should it be considered an empire?
- An American empire, if we look at it that way, is an American-based empire which now has become really a global empire that's really run by corporatocracy which is the heads of big corporations. And it just so happens that the majority of them have their headquarters in the United States.

- What about people who are less optimistic and who say that basically the United States might be headed towards its end, that it just may basically collapse because of so many problems that it's faced with right now?
- You know, that's entirely possible that the economy will collapse, the United States will collapse, and the world economy will collapse and out of that will grow something else and out of the ruins something new will take seed. I want to believe that we can not collapse but change and the whole world can change, the whole world economy. And I think we have a really good shot at doing that. And we do something about it. The other possibility is we don't read the signs, we just go into decline аnd then we'll have terrible turmoil and chaos. It'll be a tremendous amount of suffering. The signs are out there.

- Sir, thank you very much for your time today.
- It's my pleasure.

- Господин Перкинс, благодарим Вас за возможность дать интервью. Вы были экономическим убийцей около 10 лет. В чём заключается эта "работа"?
- Мы, экономические убийцы, создали первую поистине мировую империю, и это первая империя, созданная не военно, а экономически. Такие убийцы работают по-разному, но в основном мы находили отсталую страну с природными ископаемыми, которые наши корпорации выкачивают (особенно нефть) и затем навязывают этой стране огромный займ от Всемирного банка или его родственной организации. Но на самом деле, до самой страны эти деньги никогда не доходят, а достаются нашим же корпорациям на строительство системообразующих сооружений - электростанций, промзон и автомагистралей - выгодным нескольким богатейшим семействам этой страны и нашим корпорациям, но не местному народу. Вся страна зависит от этого долга - настолько огромного, что он неподъёмен. И тогда мы, экономические убийцы, возвращаемся к ним и говорим: "Вы не можете оплатить проценты по долгу. Так верните же хотя бы причитающееся - нефтью, продавайте нашим компаниям дешёвую нефть или голосуйте за нас на решающих голосованиях в ООН или посылайте свои войска в помощь нашим в любую точку мира вроде Ирака". Когда нам отказывают, в дело вступают "шакалы" - люди, свергающие правительства или убивающие президентов. И лишь изредка и экономические убийцы и "шакалы" задерживаются надолго, как это было в Ираке. И уже тогда вмешиваются военные. Об этом принято молчать, ведь большинство американцев не подозревают, что пожинают плоды этой империи. Они не представляют степень эксплуатации ресурсов, природы, людей, полурабского труда и т. д. по всему миру в результате этого. Не будет преувеличением сказать, что такая ситуация очень угрожает демократии. А если большинство населения США не понимает саму суть нашей внешней политики, то они просто в неведении. Как тогда невежды могут голосовать демократически?!

- Это ведь незаконно по международному праву или как?
- Этот процесс совершенно незаконен - эксплуатация ресурсов чужой страны за счёт огромных займов. По теории макроэкономики, после таких займов экономика страны действительно растёт. Но нигде не говорится о том, что во многих из этих стран лишь немногие получают выгоду - это богатейшие семейства, больше всех вкладывающие в экономику. А самому народу перепадают крохи.

- Вы говорили, что американские шпионы прятались в Ираке. Можно поподробнее?
- Лучше понять Ирак нам поможет взгляд на Саудовскую Аравию, ибо в начале 1970-х она прекратила продажу нефти. Вся ОПЕК отказала США в нефти! Тогда Казначейство США обратилось ко мне и нескольким другим экономическим убийцам: "ОПЕК нам уже не друг. Сделайте что-нибудь"! Итак, нам предстояло предложить сделку с Домом Сауда - правящей королевской династией Саудовской Аравии. Мы-таки заключили сделку, по которой Саудиты соглашались возвращать большую часть выручки от экспорта нефти в США и покупать ценные бумаги нашего правительства. Процент по тем бумагам фактически выдавался Казначейству и использовался для контрактов с американскими компаниями на американизацию Саудовской Аравии - строительство солнечных электростанций, нефтехимических комплексов, городов. Саудиты также согласились продавать нефть только за доллары, что сделало доллар сильнейшей валютой. А мы согласились поддерживать власть Дома Сауда. Ну и сделку мы провернули! Она принесла такие барыши, что мы не могли не предложить те условия Саддаму Хусейну в Ираке. Так как это вторая нефтяная держава, мы хотели вовлечь Саддама в сговор. Но он отказался. Согласившись тогда, он бы и сейчас правил своей страной - в этом я убеждён. Поэтому мы подослали к нему киллеров-"шакалов", но они не справились - его охрана была на высоте, а внимание отвлекали личные двойники. Даже его охранники никогда не знали, охраняют ли они его или кого-то другого. "Достать" человека таким образом почти нереально. Его было не провести - он знал нашу систему изнутри. Это ведь мы наняли его как киллера для какого-нибудь президента или премьер-министра Ирака. Итак, в 1991 г. мы ввели войска и разгромили его армию. Мы тогда могли запросто взять его, но не стали. Он был жёстким правителем - а такие нам нравятся - способным сдерживать Иран, подавлять курдов и продолжать качать нам свою нефть. Мы посчитали, что военного поражения с него достаточно, и уж теперь-то он образумится. Поэтому в 1990-х гг. экономические убийцы вернулись в Ирак, чтобы переубедить его. Но он опять заупрямился, а "шакалы" его снова не достали. Тогда США разработали 2-е вторжение и завоевали Ирак. В этот раз он нас не ушёл.

- Ваша книга "Исповедь экономического убийцы" вызвала много споров. А как её восприняли в правительстве США?
-  По-моему, правительство хотело, чтобы американские СМИ не обращали внимание на "Исповедь экономического убийцы". Oколо полутора лет книга входила в список бестселлеров New York Times, но газета так и не рецензировала ее. Госдеп создал сайт с названием что-то вреде misinformation, где моя книга долго была единственной в списке. Говорилось, что эта книга лжива - вот ведь чушь!

- По-вашему, правительство США строило мировую империю. Это ещё так?
- США (уж точно при Буше) расширяли сбою империю, наиболее явно - в Ираке. Однако и сами при этом запачкались. Увязнув по уши в Ираке и Афганистане, администрация Буша проглядела взлёт Уго Чавеса в Венесуэле. ЦРУ подослали свергнуть и его. В 2002 г. был устроен госпереворот, который Чавес пережил. При другом режиме мы бы не церемонились с Чавесом, но, слишком занятое Афганистаном и Ираком, окружение Буша оказалось связано "по рукам и ногам" для вторжению в Венесуэлу. В попытке расширения этой империи и, как мне кажется, при возврате от института экономических убийц к военному вмешательству, предпринятом Бушем в Ираке и Афганистане, Соединённые Штаты увязли в яме. Поэтому дальше так продолжаться не может.

- Почему Штаты навязывают свою волю другим государствам?
- Погоду делают уже не государства, а политические воротилы и корпорации. Именно они и распоряжаются. Корпоратократия правит во всех странах. Наш президент Обама заявлял в предвыборном обещании, что не берёт корпоративные средства, а на самом деле принимал их от хеджевых фондов - эти деньги так или иначе проходили через корпорации. Даже если у нас будет президент, не подверженный влиянию большого бизнеса, ему придётся иметь дело с корпоратизированным Конгрессом (Сенат и Палата представителей) и всеми муниципалитетами. Вся власть сегодня - у корпораций, которые и вершат современную геополитику. 

- По-вашему, именно они ответственны за сегодняшний экономический кризис в США?
- Да, корпорации и "заварили" этот кризис, поглощающий США вместе с остальным миром. Причём не без участия правительства США. Ведь верхушка что корпоратократии что правительства - это почти одни и те же люди. По крайней мере в Штатах, они пересаживаются с места на место - такова политика вращающейся двери.

- Есть ли выход из мирового финансового кризиса? Многие аналитики предупреждают, что света в конце тоннеля не видно. Каков Ваш прогноз?
- Я верю, что кризис имеет решение. По правде, кризис делает нас лучше. Мы живём в очень разобщённом мире. Американцы - а это менее 5% населения мира - потребляют более четверти его ресурсов. При этом, около половины землян бедствует. Не такого мира мы хотим. Нам надо меняться.

- Одна из Ваших книг называется "Тайная история Американской империи". Можно ли называть сегодняшние США империей?
- Американской можно называть империю с центром в США. которая превратилась в поистине мировую империю под управлением глав крупнейших корпораций, штаб-квартиры которых расположены в США.

- Как Вы относитесь к пессимистам, утверждающим, что США грозит крах от такого груза проблем?
- Есть вероятность краха экономики США и всего мира, за которым последует новое состояние, когда на обломках взойдёт что-то молодое. Мне хочется верить, что мы не рухнем, а изменимся, что вся мировая экономика перестроится. Думаю, что все возможности у нас для этого есть. Кое-что уже делается. Есть вероятность и того, что мы не внемлем предупреждениям и придём в упадок, погрузимся в неразбериху. Тогда нас ждут одни страдания. Предупреждающие знаки - вокруг нас.
